The ACF will hold a capacity building workshop on merger review and analysis for competition agency staff members. It is designed to develop case handlers’ practical and substantive skills for merger review and analysis. The workshop will be held in English.

The workshop will focus on various practical and substantive issues and skills employed in an economics-based analytical framework for merger analysis. Sessions on substantive skills will cover market definition, competitive effects (with a focus on non-horizontal theories of harm), efficiencies, remedies and the assessment of cross-border mergers. Practical skills sessions will include planning and conducting a merger investigation (including developing theories of harm), interviewing witnesses, and drafting, negotiating and reviewing document and data requests. The workshop will include various interactive practical skills sessions in which the participants will plan and conduct aspects of an investigation of a hypothetical merger, applying the practical skills and substantive concepts discussed during the workshop.

The workshop will be facilitated by experienced attorneys, economists, and case handlers from various competition authorities, including the United States Federal Trade Commission, the Competition Commission of South Africa, the COMESA Competition Commission, and the Competition Authority of Kenya.
