My name is Joseph Zacharia Ngugi. Born on 14th June 1966, married with three children. I have bachelor of Arts (Economic and Sociology) Degree from Egerton University and Master of Arts (Economics) from University of Nairobi. I am Director, Macro Planning in Macro and Fiscal Affairs Department, The National Treasury.  I am Currently the Head of Tax Policy Division. I have over twenty years’ experience in tax policy.  Spearheaded the preparation of the Excise Duty Act, 2015, Tax Procedures Act, 2015, Tax Appeals Tribunal Act, 2013, Act, Miscellaneous and Fees Act, 2016 and VAT Act, 2013. Participated in the preparation of the East African Community Customs Management Act 2004 and East African Community Common External Tariff.  Participate in the review of the domestic tax legislation every year and participate in East African Community meetings on Customs and other tax related matters. 

I am currently alternate director to the Cabinet Secretary, National Treasury and Economic Planning Kenyan in Kenyan Petroleum Refinery Limited. Previously, I have served as alternate Director at Kenya Trade Network Agency, Retirements Benefits Authority and Coffee Development Fund.
