Ms. Rachel Okuom is a seasoned Human Resource professional with over 15 years’ experience in people management in the public and private sectors. She is passionate about empowering and developing talent, fostering a positive workplace culture, aligning HR strategies to the organizational goals and career coaching. 

Ms. Okuom was appointed in September 2024 and is responsible for driving the Authority’s Human Resource strategies, policies and programs so as to facilitate the effective execution of the organizational mandate. She previously worked with Kenya National Bureau of Statistics as Manager Human Resource Development. 

She holds a Master of Business Administration (Strategic Management) from the University of Nairobi, and Bachelor's Degree in Business Management (Human Resource) from Masinde Muliro University. She is a Certified Human Resource Practitioner (CHRP), workplace counsellor, Certified Professional Coach (CPC) and ISO 9001:2008 Auditor. She is a full and active member of the Institute of Human Resource Management (IHRM).
